International rules

Investigations of civil aviation occurrences are primarily governed by EU Regulation

No. 996/2010 on the investigation and prevention of accidents and incidents in civil aviation and by the Accident Investigation Act (1990:712). The EU Regulation is directly applicable as Swedish national law and takes precedence over the Accident Investigation Act.

The EU Regulation is largely based on Annex 13 of the Chicago Convention on International Civil Aviation, which contains international standards and recommended practices for the investigation of accidents and incidents in civil aviation.

International co-operation

SHK co-operates with safety investigation bodies in other countries. If an accident or a serious incident occurs abroad to an aircraft which is registered in Sweden, manufactured in Sweden or operated by a Swedish operator, SHK represents Sweden in the foreign investigation by appointing an accredited representative.

The role of accredited representative entails assisting the investigating body, following the progress of the investigation and commenting on the draft final report. The accredited representative from SHK will often in turn be assisted by an advisor from e.g. a Swedish aircraft manufacturer.

European co-operation

EU Regulation No. 996/2010 requires that SHK co-operate with the safety investigation authorities of other EU member states, within the framework of ENCASIA (European Network of Civil Aviation Safety Investigation Authorities), which meets several times a year.

SHK also co-operates with EASA (European Aviation Safety Agency) and with ECAC (European Civil Aviation Conference).
