Aviation

SHK has investigated accidents and serious incidents within civil aviation since 1978. The Swedish Transport Agency has the role of regulator and supervisory authority for civil aviation in Sweden.

SHK investigates events that have occurred in Sweden. SHK will also investigate occurrences abroad if involving a Swedish registered aircraft unless otherwise stipulated in any international agreements. Such international agreements, however, normally stipulates that aviation accidents be investigated by the state in which the accident occurred.

An aircraft accident shall be investigated

  • if it resulted in a fatality or a serious injury,
  • if the aircraft or other property has sustained substantial damage,
  • if there has been extensive damage to the environment, or
  • if the aircraft has disappeared during a flight or is inaccessible.

A serious incident shall be investigated

  • if there was a high probability of an accident,
  • if the incident indicates substantial faults with the aircraft, or
  • if the incident is an indication of other substantial safety hazards.

SHK may also investigate

  • less serious occurrences if there are important safety lessons to be learned from such an investigation.

Legislation

Investigations of civil aviation occurrences are primarily governed by EU Regulation

No. 996/2010 on the investigation and prevention of accidents and incidents in civil aviation. The EU Regulation is largely based on Annex 13 of the Chicago Convention on International Civil Aviation, which contains international standards and recommended practices for the investigation of accidents and incidents in civil aviation.
