International Maritime Transport
International rules
Investigations into civil maritime accidents and incidents are primarily governed by the Accident Investigation Act (1990:712), the Accident Investigation Ordinance (1990:717) and Regulation (EU) No 1286/2011 adopting a common methodology for investigating marine casualties and incidents.
The Accident Investigation Act and Ordinance have both been amended to implement Directive 2009/18/EC on the investigation of accidents in the maritime transport sector and the IMO Casualty Investigation Code, which contains international standards and recommended practices for safety investigations into maritime accidents and incidents.
International co-operation
SHK co-operates with safety investigation bodies in other countries when investigating civil maritime accidents or incidents that involve other states with a substantial interest in the event. All concerned states must seek agreement regarding which state shall lead the investigation.
European co-operation
EU Directive 2009/18/EC on the investigation of accidents in the maritime transport sector requires SHK to co-operate with the investigation bodies of the other EU member states within the framework of PCF (Permanent Co-operation Framework), which meets regularly.
SHK also co-operates with EMSA (European Maritime Safety Agency) and is responsible for reporting data on maritime accidents and incidents to the European data base for maritime safety investigations, EMCIP (European Marine Casualty Information Platform).
